Understand what you're looking at
before you call anyone.

Three self-service documents generated from your diagnostic inputs. No practitioner required. No wait time. Immediate PDF download. The documents reflect what you entered — they are not reviewed, independently verified, or signed by HSRL staff. They are a structured starting point, not a certified finding.

These documents are unverified. They are generated by the HSRL diagnostic engine from inputs you provide. HSRL staff do not review, audit, or certify them. They do not constitute a verified HSRL finding and cannot be used for regulatory submissions, OIG complaints, court proceedings, or formal procurement challenges. For a verified finding with institutional standing, a certified HSRL practitioner must conduct the diagnostic independently and issue a signed GCR record.

Appropriate use: internal review · preliminary procurement preparation · legal preparation and orientation · understanding your system's structural exposure before engaging a practitioner

HOW IT WORKS

Four steps.
No account required.
No practitioner required.

01

Run the free diagnostic

Complete the five-condition diagnostic on the diagnostic page. Answer each of the 57 triggers for the system you are assessing. The diagnostic is free, anonymous, and takes 20–45 minutes depending on how thoroughly you document your responses.

03

Pay and generate

Secure payment processed by Stripe. The document is generated immediately from your diagnostic inputs and the HSRL case library. No account required. No stored personal data beyond the session. Your diagnostic inputs are not retained by HSRL after the document is generated.

02

Select your document

Choose from three document types depending on what you need: a single-page snapshot (DOC-01, $45), a full assessment report (DOC-02, $195), or a procurement letter formatted for institutional submission (DOC-03, $145). You can generate more than one document from the same diagnostic run.

04

Download and use

Instant PDF download. The document includes the unverified watermark on every page — this is not removable and is not a formatting error. It reflects the document's evidentiary status accurately. Save it, share it internally, use it to prepare for a practitioner engagement or procurement conversation.

Every self-service document carries an unverified watermark on every page. This cannot be removed. It is not a formatting option. It accurately reflects the document's evidentiary status — generated from user-provided inputs, not independently verified. A document without this watermark would misrepresent what the document is.

THE THREE DOCUMENTS

Each document is generated
from the same diagnostic run.

Different outputs for different needs.

Available April 2026Details↑

✓ Document Contains

  • Five condition scores — Present, Partial, or Absent for each of C1 through C5, drawn from your diagnostic inputs

  • GPWS score and tier — Numeric governance score (0.0–1.0) and corresponding tier (DANGER / WARNING / CAUTION / CLEAR) with brief tier explanation

  • Top 3 matched cases — The three cases from the 380-case library most structurally similar to the system's condition profile, with domain, outcome, and GPWS score

  • System identification block — System name, assessment date, and domain as entered by the user

  • Unverified watermark on every page — Reflects evidentiary status accurately; not removable

✗ Document Does Not

  • ✗Constitute a verified HSRL finding — inputs are not independently reviewed

  • ✗Include trigger-level detail — individual trigger scores across all 57 triggers are in DOC-02

  • ✗Include evidence citations — the document reflects what you entered, not what was independently verified

  • ✗Support regulatory submissions, OIG complaints, litigation, or formal procurement challenges

  • ✗Include a Remediation Pathway Document — that requires a practitioner engagement

DOC-02

Structural Governance Assessment Report

Full diagnostic output. All 57 triggers. Condition-level findings. Case match appendix. The complete unverified picture before you engage a practitioner.

Full report + case appendix

Available April 2026Details↑

✓ Document Contains

  • All 57 trigger scores — Every trigger across all five conditions scored based on your inputs, with the trigger question displayed alongside the score

  • Condition-level findings — For each condition, a structured finding explaining what the trigger scores indicate and which specific triggers produced the most significant gaps

  • GPWS score with tier narrative — Full explanation of the GPWS score, what the tier means, and how the score compares to the 380-case threshold

  • Case match appendix — Top 5 matched cases from the 380-case library with domain, outcome, GPWS score, and condition profile comparison

  • Reaction window estimate — For DANGER-tier systems, an estimate of the median reaction window based on comparable cases in the dataset (where applicable)

  • Upgrade pathway note — What a practitioner engagement would add: independent verification, evidence citations, GCR record, Remediation Pathway Document

  • Unverified watermark on every page

✗ Document Does Not

  • ✗Constitute a verified HSRL finding — trigger scores reflect your inputs, not independently verified evidence

  • ✗Include independently sourced evidence citations — those require a practitioner who investigates the system independently

  • ✗Produce a GCR record — the Structural Governance Ledger entry and SHA-256 signed record require a practitioner engagement

  • ✗Include a Remediation Pathway Document — the specific, evidence-grounded pathway for each absent condition requires a practitioner

  • ✗Support regulatory submissions, OIG complaints, court proceedings, or formal procurement challenges without independent verification

  • ✗Survive adversarial scrutiny as a standalone evidentiary document — it was produced by the party being assessed

Letterhead format · PDF

Available April 2026Details↑

✓ Document Contains

  • Professional letter format — Formatted for submission to procurement officers, city councils, county administrators, and agency leadership. Suitable for internal routing and formal correspondence files.

  • Diagnostic finding summary — GPWS score, tier, and the two or three conditions most significantly absent, described in plain language appropriate for non-technical decision-makers

  • Comparable documented cases — Two to three cases from the 380-case library in the same domain, with outcome summaries. Shows what systems with the same structural profile have produced historically.

  • Structural exposure statement — Plain-language summary of what the absent conditions mean for accountability, oversight, and harm risk in this system type

  • Call to action language — Requests for specific governance documentation (C1 named owner, C4 accountability protocol, C2 independent validation) that the procurement officer or leadership can request from the vendor or deploying department

  • Unverified watermark on every page

✗ Document Does Not

  • ✗Constitute a verified HSRL finding — procurement officers receiving this document should understand it was generated by the submitting party, not by HSRL independently

  • ✗Carry the institutional authority of a GCR-001 or practitioner-issued finding — a verified procurement letter requires a practitioner engagement

  • ✗Function as a formal procurement challenge document in a competitive bidding context requiring independent third-party assessment

  • ✗Include independently sourced evidence about the vendor's system — the letter reflects the assessor's inputs about the system, not an independent investigation

DOC-03 · $145 per document. The right starting document when you need to put something in writing to a procurement officer, city council member, or agency leadership before a formal evaluation process begins. The unverified status is disclosed in the document — recipients understand it was generated by the submitting party. Run the diagnostic first.

WHO USES THESE DOCUMENTS

Self-service documents are
a starting point,

not a destination.

Procurement officers and IT reviewers doing preliminary due diligence

You are evaluating a vendor system before formal procurement begins. You want to know which structural governance conditions are absent and which documented failures the vendor's system most closely resembles — before the vendor has any opportunity to shape the evaluation. The self-service diagnostic gives you that picture from public-record inputs. The Procurement Assessment Letter puts it in a format you can route internally.

DOC-01 DOC-03

Advocates, attorneys, and social workers preparing for a practitioner engagement

You know a system is causing harm. You need to understand the structural framework before you bring in a practitioner or file a complaint. The full assessment report tells you which conditions are absent, which cases are comparable, and what a practitioner will be looking for when they run the independent diagnostic. It prepares your practitioner brief and informs your legal strategy without requiring a full engagement first.

DOC-02

Internal governance teams documenting their own system's structural exposure

You are inside the organization that deploys the system. You want to understand where your governance structure has gaps before an external audit, an OIG inquiry, or a harm event creates urgency. The self-service documents help you identify which conditions need work and which cases your system most closely resembles — so you can address structural gaps before they become evidentiary problems. Note: self-assessment cannot produce a verified GCR record. That requires an independent practitioner.

DOC-01DOC-02

Journalists and researchers orienting to a specific system

You are investigating a deployed system and want a structured analytical framework for what to look for. The diagnostic and assessment report give you the five conditions as an investigative checklist and the comparable cases as a historical record. The document is unverified because you generated it — but the framework and the case comparisons are grounded in the 380-case validated dataset.

DOC-02

Founding practitioners building a first client conversation

You are an HSRL founding practitioner in the certification pipeline and you want to demonstrate the diagnostic to a prospective client before your HCGD certification is complete. The self-service documents show the client what a diagnostic finding looks like and what the upgrade to a practitioner-verified GCR-001 provides. They are a sales tool and an orientation tool — not a substitute for the practitioner engagement you are preparing to deliver.

DOC-01DOC-02DOC-03

People who are not sure yet what they need

The diagnostic is free. Run it first. The DOC-01 Snapshot ($45) is the lowest-cost way to see what a document output looks like for your specific system. If the snapshot shows significant structural gaps — especially C4 absent — the next step is almost certainly a practitioner engagement rather than a more expensive self-service document. Use DOC-01 to orient. Use a practitioner to act.

DOC-01 first

USE AND CANNOT-USE TABLE

What you can and cannot
do with these documents.

Stated plainly.

The unverified status is not a technicality. It determines what the document can support. Use it correctly and it is genuinely useful. Use it outside its scope and it will not hold up — and misrepresenting an unverified document as a verified finding would undermine the framework these documents are built on.

WHEN SELF-SERVICE IS NOT ENOUGH

Self-service documents are
the starting point.

Three paths from here.

The right next step depends on what you need the output to do. If it needs to hold up independently — in procurement, in court, before an oversight body — it needs a practitioner or HSRL directly.

Next Step — Practitioner Engagement

GCR-001 Pre-Deployment Record

$2,500–$12,000

A certified HSRL practitioner conducts the diagnostic independently — not from your inputs, from independent evidence research. Produces a SHA-256 signed Governance Condition Record filed to the Structural Governance Ledger. Includes a Remediation Pathway Document for any absent conditions. Has institutional standing in procurement, oversight, and legal contexts.

What self-service doesn't provide that GCR-001 does: independent verification · evidence citations · immutable SGL record · Remediation Pathway · institutional standing

Find a Certified Practitioner →

During Founding Period — HSRL Direct

Founding Period Direct Engagement

$2,500–$12,000

During the founding period, HSRL conducts the diagnostic directly. Same output as a practitioner engagement — full independent diagnostic, evidence citations, GCR-001, Remediation Pathway Document — delivered by the HSRL founding director. Transitions to a certified practitioner once the network has capacity. Rate locked from first engagement.

Same institutional standing as a practitioner GCR-001. Built-in transition to practitioner delivery on defined schedule. Rate locked from first engagement.

Request a Direct Engagement →

Post-Incident — HSRL Founding Director Only

GCR-003 Post-Incident Record

$5,000–$15,000

If harm has already occurred and you need to document the governance state at the time of deployment — including what was known, what was absent, and what laundering patterns emerged after the fact — that is a GCR-003. Issued by the HSRL founding director only. Links the harm event to the pre-harm governance record. Includes laundering pattern analysis.

Issued by HSRL founding director only. Does not transition to practitioners. Permanently retained in HSRL evidentiary archive. The most legally consequential document in the HSRL architecture.
